RTE is the French Transmission System Operator, a public service company responsible for developing, maintaining and operating all electricity transmission assets in France, French territorial waters and the French exclusive economic zone, to the extent directly connected to the French transmission grid and for ensuring the secure supply of power. In this context, the responsibility for the connection of French offshore wind farms and European countries transmission grid to the French grid has been entrusted by the French government to RTE. In order for RTE to perform its duties, RTE intends to perform marine surveys on French coasts from project de-risking phases to maintenance phases. RTE is thus launching a qualification system for economic operators able to conduct marine surveys (“Qualification System”). The objective of this Qualification System is to identify and qualify economic operators with the technical expertise and resources necessary to carry out marine surveys along the export cable(s) and interconnector(s) corridors and/or in offshore substation areas. Only qualified suppliers will be invited to participate in upcoming competitive tenders for marine survey contracts related to RTE’s offshore needs.

The Qualification System is under French law including the Public Procurement Code (Code de la commande publique). The applicable law of the future contracts will be French law. Official communications shall be conducted via the message board of RTE e-procurement platform (https://rte-france.tlh.app.jaggaer.com/fr/login.html). Any communications not sent via this e-sourcing portal may not receive any response. RTE will not accept any responsibility in case of occurrence. Applicants wishing to participate in the qualification process must provide an expression of interest and the Qualification Questionnaire duly filled in via RTE e-procurement platform including but not limited to: (i) for single company — company name, main contact name and main contact address completed [in case of Joint Venture (JV) with brief description of JV and its structure] with contemplated list of main subcontractors if necessary; (ii) for consortia — brief description of consortium structure, companies names, main contact name and main contact address with contemplated list of main subcontractors if necessary. Any Applicant that applies as a Consortium or JV shall, as requested by Article R. 2142-24 of French Code de la Commande Publique, provide a binding letter with all consortium or JV members signed by each company legal representative with power of attorney and indicate its representative who will represent it with regards to RTE and coordinate its members roles. All the documents requested in the Qualification Questionnaire must be supplied by each of its members. Main subcontractors shall be understood as those whose capacities are essential for the execution of the marine surveys, including but not limited to, the survey vessels and the survey equipment. Qualified suppliers may request RTE approval to form together a consortium to participate to tenders. It is not required to participate to all the lots. The Qualification Questionnaire is a questionnaire divided into general questions regarding the Applicant and more specific questions regarding the Applicant’s competences relevant to the scope of the services as well as quality and health and safety policies. RTE reserves its right to exclude Applicants that would change data provided in the Qualification Questionnaire included but not limited to their composition partway through the qualification process without prior approval from RTE. RTE reserves the right not to use the present Qualification System and to issue a dedicated contract notice for any specific survey which would need to be conducted.

Offshore Geophysical Surveys

LOT-0001
Services
This lot covers the execution of geophysical investigations along submarine cables corridors and/or within offshore substation areas from the operational nearshore limit, around 20m water depth (or as close as reasonably practicable depending on conditions) to the limits of the continental shelf. Geophysical investigations may include high-resolution bathymetry, seabed acoustic imagery, subsurface data using reflexion seismic (i.e sub-bottom profiler, ultra-high resolution seismic or equivalent), magnetic data and/or geophysical interpretation.

Nearshore Geophysical Surveys

This lot covers the execution of geophysical investigations along submarine cables corridors and/or within offshore substation areas from the upper beach to approximately 20m water depth. Geophysical investigations may include high-resolution bathymetry, high resolution topography, seabed acoustic imagery, shallow subsurface data using reflexion seismic and refraction seismic, magnetic data and/or geophysical interpretation.
